UPDATED: Terror Plot Weapons Stored in Framingham
An Ashland man who rented a storage facility in Framingham has been charged with plotting an attack on the Pentagon and U.S. Capitol.
Press release from the U.S. Department of Justice:
A 26-year-old Ashland man was arrested in Framingham and charged today in connection with his plot to damage or destroy the Pentagon and U.S. Capitol, using large remote-controlled aircraft filled with C-4 plastic explosives.
Rezwan Ferdaus, a U.S. citizen, was also charged with attempting to provide material support and resources to a foreign terrorist organization, specifically to al Qaeda, in order to carry out attacks on U.S. soldiers stationed overseas.
In June, Ferdaus rented a storage facility in Framingham, under a false name, to use to build his attack planes and maintain all his equipment.
According to the affidavit, in August 2011, the F-86 remote controlled aircraft was delivered to the Framingham storage facility. Ferdaus delivered a total of eight detonation devices to the undercover FBI employees over the course of the investigation, which he built with the intention that they be used by al Qaeda operatives overseas to kill U.S. soldiers.
“Our top priority is to protect our nation from terrorism and national security threats. The conduct alleged today shows that Mr. Ferdaus had long planned to commit violent acts against our country, including attacks on the Pentagon and our nation’s Capitol. Thanks to the diligence of the FBI and our many other law enforcement partners, that plan was thwarted,” said U.S. Attorney Carmen M. Ortiz.
The public was never in danger from the explosive devices, which were controlled by undercover FBI employees. The defendant was closely monitored as his alleged plot developed and the undercover FBI employees were in frequent contact with him.
Richard DesLauriers, special agent in charge of the FBI’s Boston Division said, “Today’s arrest was the culmination of an investigation forged through strong relationships among various Massachusetts law enforcement agencies to detect, deter, and prevent terrorism.
Each of the more than 30 federal, state, and local agencies on the FBI’s Joint Terrorism Task Force worked together to protect the community from this threat. In this particular investigation, the Worcester, Ashland and Framingham Police departments and the Bureau of Alcohol, Tobacco, Firearms and Explosives, played particularly critical roles.
The communities of Worcester, Ashland and Framingham should be proud of the unwavering commitment and professionalism the agencies demonstrated in ensuring that their towns and region were safe from harm. The Massachusetts State Police and the Commonwealth Fusion Center also contributed significantly to this investigation.”
“The FBI used an undercover operation to conduct this investigation. Undercover operations are used to combat all types of crimes and criminals, including in the counterterrorism arena.”
The affidavit alleges the following: Ferdaus, a Northeastern University graduate with a degree in physics, began planning to commit a violent jihad against the U.S. in early 2010. He obtained mobile phones, each of which he modified to act as an electrical switch for an IED. He then supplied the phones to FBI undercover agents, who he believed to be members of, or recruiters for, al Qaeda.
According to the affidavit, Ferdaus believed the devices would be used to kill American soldiers overseas. During a June 2011 meeting, he appeared gratified when he was told that his first phone detonation device had killed three U.S. soldiers and injured four or five others in Iraq. Ferdaus responded, “That was exactly what I wanted.”
According to the affidavit, after each subsequent delivery, Ferdaus was anxious to know how well each of his detonation devices had worked and how many Americans they had killed.
During recorded conversations, Ferdaus stated that he devised the idea of attacking the Pentagon long before he met with the government’s cooperating witness and undercover agents, and that his jihad had, “started last year.”
In recorded conversations with the CW that began in January, Ferdaus stated that he planned to attack the Pentagon using aircraft similar to “small drone airplanes” filled with explosives and guided by GPS equipment. According to the affidavit, in April, Ferdaus expanded his plan to include an attack on the U.S. Capitol. In May and June, Ferdaus delivered two thumb drives to the agents, which contained detailed attack plans with step-by-step instructions as to how he planned to attack the Pentagon and Capitol.
The plans included using three remote controlled aircraft and six people, including himself whom he described as an “amir,” i.e., an Arabic term meaning leader.
During various recorded meetings, Ferdaus envisioned causing a large “psychological” impact by killing Americans, including women and children, who he referred to as “enemies of Allah.” According to the affidavit, Ferdaus’ desire to attack the United States is so strong that he confided, “I just can't stop; there is no other choice for me.”
In May, Ferdaus traveled from Boston to Washington, D.C., conducted surveillance and took photographs of his targets (Pentagon and Capitol), and identified and photographed sites at the East Potomac Park from which he planned to launch his aircraft filled with explosives. Upon his return, Ferdaus told the agents that “more stuff ha[d] to be done,” that his plan needed to be expanded, and that he had decided to couple his “aerial assault” plan with a “ground directive.”
Ferdaus indicated that his ground assault plan would involve the use of six people, armed with automatic firearms and divided into two teams. Ferdaus described his expanded attack as follows: ... with this aerial assault, we can effectively eliminate key locations of the P-building then we can add to it in order to take out everything else and leave one area only as a squeeze where the individuals will be isolated, they’ll be vulnerable and we can dominate.
Once isolated, Ferdaus planned to “open up on them” and “keep firing” to create “chaos” and “take out” everyone. He also provided the expanded plan to the UC on a thumb drive.
Between May and September, Ferdaus researched, ordered and acquired the necessary components for his attack plans, including one remote controlled aircraft (F-86 Sabre).
This morning, prior to his arrest, Ferdaus received from the agents, 25 pounds of what he believed to be C-4 explosives, six fully-automatic AK-47 assault rifles (machine guns) and grenades.
On Sept. 20, Ferdaus made a training video, which he provided to the agents, demonstrating how to make “cell phone detonators.”
After inspecting the components, Ferdaus brought them to his storage unit, took possession of the explosives and firearms, and locked them in his storage unit. Ferdaus was then immediately arrested.
If convicted Ferdaus faces up to 15 years in prison on the material support and resources to a foreign terrorist organization charge; up to 20 years in prison on the charge of attempting to destroy national defense premises; and a five year minimum mandatory in prison and up to 20 years on the charge of attempting to damage and destroy buildings that are owned by the United States, by using an explosive. On each charge Ferdaus also faces up to three years of supervised release and a $250,000 fine.
The case is being prosecuted by Assistant U.S. Attorneys B. Stephanie Siegmann and Donald L. Cabell of Ortiz’s Anti-Terrorism and National Security Unit.

So sick of people bashing all Muslims. Some are terrorists, most are not. Some Catholic priests rape children, but most don't. You are simply ignorant if you think the Islamic religion orders them to be violent. There would be A LOT more violence in this country and the world, given how many people are Muslims, if this were true. Think about it.

Thank you for your realistic comment. As a Wyoming Republican, I'm scared to death what the drum beat of racism and Christian fascism (cloaked in xenophobic slander against Muslims) does to engender more hate of America in the world. For me, it's 1932 Weimar America and these hate-filled losers will be chanting in the streets for a "Real American" (like I described in my novel in 2009, one like a good old GOP hate speech screacher). Thank you again for your good comment of rational thought and humane consciousness

And I'm so sick of ignorant people like you with your head in the sand defending them.
CLEARLY you have never read nor understand the koran, It call for them to convert all to Islam....and if they can't ..... it is their duty to kill the infidel( all no muslims). They are raised from birth this way. So please don't speak about something you DON"T understand

It isnt easy to seperate them. Not when one told Tom Brokaw that he would take help from anyone, then when he didnt need them anymore he would cut their throat. There are Islamic guerilla training camps here in the US. In the video they are shown training in the use of weapons. Yet they say they arent doing anything violent. When shown the covert video, the Imam asked "so, whats wrong?"

I agree. Some are good some are bad. I think where a lot of the "discrimination" and fear comes into play is when you are dealing with a Muslim that is either born of American decent or actually took citicen tests to be a real Citizen. Those are the ones that foster ill wil for ALL Muslims. I work with and deal with "good" Muslims everyday!

Actually, Karen, the ignorance is completely on your side. If you wish to compare Christianity with Islam, the critical point is whether you are utilizing an argument from hypocrisy. If someone claiming to be a Christian murders someone because they are not a Christian, or because they left the Christian faith, then they are going AGAINST the tenets of Christianity, and so to use this example to try to speak against Christianity is simply an argument from hypocrisy. It speaks against that person and their hypocritical stance, not against Christianity itself. With Islam, a Muslim committing the same act is FOLLOWING the tenets of Islam, and so it does speak against the religion itself. Both the Qur'an and Hadith promote the killing of unbelievers and apostates as a way to try to get into heaven. Even today an article came out about a Christian in Iran who refused to convert to Islam and was sentenced to death per the Qur'an. The high court just upheld his original conviction and he could be executed within days if it is not stopped.

Every violent, cruel, hedonistic, war or uprising in the world today involves Muslimes. So what is the rest of the non Muslime world supposed to believe? Sure there are bad priests, but guess what? The Catholic church or their members do something about it. Or haven't you heard? How come all the "good" Muslimes are doing nothing / saying nothing? Think about it. According to Dante's Inferno, "The lowest rung in the ladder to hell is reserved for those who in a time of crisis...do nothing.

Myd Nevis,
I thought we were talking about today. The Crusades were over 700 years ago weren't they? If you would like we could talk about how the dinosaurs treated humans too. Stay on topic!

All recent.
Need any more Christian terrorists and terror groups? Again. There are extremists in every religion.

Fairly recent Violent, cruel, war, or uprisings not involving Muslims: Hindu attacks on Sikhs in India, Tamil Tiger attacks on non-Tamil Sri Lankans in Sri Lanka, Tienneman Square in China, Wall Street Protests in NYC, IRA attacks on British Troops, Oklahoma City bombing, Warren Jeffs and his Polygamist Cult, Greece, Catalonian Separatists in Spain, Army of God and Anti Abortion Snipers in the U.S., U.S. torture of prisoners denied the right to trial in Guantanemo, Abu Gharaib torture by U.S. military, Gay executions in Uganda, civil wars in Sierra Leone, Ivory Coast, Nigeria, etc., etc., etc. Not that long ago, Poland, Serbia and Croatia, North Koreans versus South Koreans, North Viet Namese and South Viet Namese, All people are prone to violence and war, but people of goodwill look to build bridges and forestall such terrible things. There are many Muslims speaking out against violence and deploring the acts of Al Quaeda and the like. But evidently, you don't bother to read their articles and interviews. Gimme a break and stop spreading hate.

Nevis. Though there were wrongs committed in the Crusades, the fact of the matter is that they were a fairly reasonable response to many years of muslim aggression. Had they not been stopped in their tracks muslims would have swept in and conquered Europe.

It's not putting your head in the sand to realize that when it comes to large groups of people, NOT ALL OF THEM are the same! What is true is that lumping them all together, as you are intent on doing, Robert, leads to things like the Holocaust. It led to LEGAL immigrants to this country being treated like crap. It led to Japanese Americans being rounded up as spies during WWII and thrown into internment camps. I see that this country is turning its hatred now toward Muslims. I refuse to be part of any mass hatred campaigns.

This was just too easy and should not have even become public knowledge. I guess we will need to ID everyone purchasing one of these model planes, and cell phones too, for that matter. I don't think it would be too hard to design cell phones, in such a way, that if they are tampered with, they will become inoperative. Law enforcement did a great job here. They were dealing with a real nut case. To top it off he had a degree in Physics. He was a walking time bomb.

Islam is a way of life. "Islamic law covers all aspects of life, from matters of state, like governance and foreign relations, to issues of daily living. The Qur'an and Sunnah also contain laws of inheritance, marriage, and restitution for injuries and murder, as well as rules for fasting, charity, and prayer. However, these prescriptions and prohibitions may be broad, so their application in practice varies. Islamic scholars (known as ulema) have elaborated systems of law on the basis of these rules and their interpretations. According to Islamic legal theory, law has four fundamental roots, which are given precedence in this order: the Qur'an, the Sunnah (actions and sayings of Muhammad), the consensus of the Muslim jurists (ijma), and analogical reasoning (qiyas)."
The "moderate" Muslim must be willing to "reconcile religious tradition with modern norms of secular governance and human rights." Unfortunately, these Muslims are viewed as "the New Muslim intellectuals" in their quest to separate "perennial Islamic beliefs from archaic cultural traditions." This is very similar to changes that happened to Christianity. Until this change, Islam is a threat to governance and cannot be viewed as just a religion. All quotes from Wiki.

Isn't Christianity's basic tenet "love your neighbor?" I don't see that being followed by all you Muslim haters. By your logic, all Muslims follow their religion to the letter (including the 2.6 million of them who live in this country), but not all Christians do. How convenient for your argument.

If you read his intentions in the FBI brief and knew anything about the model planes in question you would realize that even with his Northeastern degree he wasn’t the sharpest tack in the box. Now I suppose the timidly stupid will shrilly cry for restrictions against model airplanes. Probably should get those model cars while we’re at it. Plenty of those have been used in Hollywood movies to blow up other cars.

This is an extremist.......a brilliant, yet very sick minded individual........I can't for the life of me figure out why such an intelligent young man would make such a poor choice in life........I'd always assumed that the illiterate would be more easily brainwashed and have the inclination to commit such terrorist schemes........
Hopefully he is put away for quite an extended stay in a cell.........although while in there with much idle time on his hands he is most likely to formulate some new terrorist strategy........it appears to be ingrained in him........unfortunately.......

Please don't confuse fanaticism with brilliance. He might have a degree from Northeastern but his plan was totally unworkable due to a number of fundamental errors in judgment. From his choice of delivery vehicle, to release mechanism, to the considerable skill required to pilot his contraptions, his entire scheme was pure Hollywood hokum. The FBI brief was a testament to his murderous intentions and, despite the attorney generals lame excuses, his Islamic religious fanaticism. Had he chosen more wisely and been a much more experienced modeler he certainly would have caused panic among the security folks but would have hardly caused devastating damage. If I had been the FBI I would have handed he a few ounces on contact explosives “out in the woods” and allowed him to vaporize himself. Problem eliminated but without all the fuss and without the stain against model builders.

Who knows? Since he was spending FBI money, maybe he bought them that way or maybe it was pride of ownership, (fat chance or they would have gotten Islamic markings).I would love to know where, in either plane, he was going to find room for the avionics and explosives and still balance them well enough to fly. The real pity is the non-modelers reading this article might actually think he had a chance in hell of actually flying either plane off the ground, let alone to any target smaller than a city block.
