Framingham has been underfunded for years, but a change to the state’s formula in 2008 increased Chapter 70 aid to Framingham with recent state budgets, including the estimates for fiscal year 2013.
The Governor's plan would increase K-12 Chapter 70 educational aid by $145 million to $4.1 billion statewide, and keep the other major local aid account - unrestricted general government aid - at the same $833.9 million level at which it was budgeted in this fiscal year, according to Boston.com.
The Massachusetts legislature still has its say on the budget.
An analysis of the governor's budget, provided by the Massachusetts Budget and Policy Center — an independent public policy center — indicates the governor has sought to balance the state budget through a combination of cuts and savings. Level funding is, in fact, a budget cut because of inflation, the center points out.
The proposed cuts include 300 state jobs, closure of the Norfolk State Prison and closure of a mental health hospital in Taunton.
