The South Middlesex Opportunity Council was the only bidder for the Town of Framingham's proposed Hoops & Homework program.

And today, Jan. 7 the Hoops & Homework Advisory Committee will meet to decide if SMOC should get the 6-month contract.

Special Town Meeting in October approved the program, which would provide after-school services for children living in Precinct 17. Town Meeting agreed to spend up to $81,000.

Precinct 4 Town Meeting member Herb Chasan submitted the request for the program to Special Town Meeting and the Town of Framingham.

SMOC was the lone bidder for the 6-month contract for January to June 2013. The bid did not list a cost. The program is expected to run after school until 6 p.m., weekdays, including the Thursday early release days.

"SMOC has extensive experience providing Child Care, Head Start and After­School Programming to low income children and families in the Framingham and Marlboro area. We are excited about this new opportunity to provide free, after­school programming to children residing in the Precinct 17 area of Framingham," wrote SMOC Executive Director James T. Cuddy.

In their proposal, SMOC said the Hopps & Homework program would "be managed by a .half-time program director and staffed by paid child care staff with support from volunteers and interns."

The program would be available for free to Framingham residents, with preference given to families "living in area public or low-income housing" and Precinct 17.

A typical elementary school student in the program would arrive at the program about 2:30 p.m., have snack and then have homework time, with available tutors, from 3 to 4 p.m. followed by an an hour of structured learning, like arts & crafts, science experiments, ccomputer time, etc with volunteers from 4 to 5 p.m. and then supervised play from 5 to 6 p.m., wrote SMOC in its proposal.

Uner the SMOC proposal staff would be trained in CPR and first aid and there would always be a 10-1 child-to-staff ratio.
