Framingham Hires Human Resources Director

Framingham Town Manager Bob Halpin selected the former Town Manager for the Town of Hanover as the town's next human resources director.

Steven Rollins, who served as Town Manager in Hanover from 1987 to 2012, was approved by Selectmen Tuesday night in a 4-0 unanimous vote. (Jason Smith was not in attendance.)

Rollins, who lives in Framingham, will work four days a week, including occasional committee meeting, including the town's Personnel Board, Halpin told Selectmen before the vote.

Rollins, who attended Tuesday night's meeting, was instrumental in designing and implementing a comprehensive human resources plan and personnel system in Hanover.

"His redesign of the Hanover group health insurance program was widely recognized for its success and he possesses significant experience in collective bargaining," said Halpin.

"Given the challenges we have. Steven is the individual who can hit the town running in regards to the classification & compensation plan," said Halpin

Halpin originally offered the job to human resources professional Cindy DePina, but citing personal reasons turned the position down.

Assistant Town Manager David Williams has been serving as acting human resources director.

Rollins has a Masters Degree in public administration from the University of Illinois and a Bachelors of Arts in political science from the University of Vermont.

As mentioned above, he lives in Framingham and is a coach of youth softball and baseball.
