Job Posting: Framingham Town Engineer

The position was previously held by Jeremy Marsette, who was recently promoted to Framingham Assistant Director of Public Works last month.

The Town of Framingham posted the position of Town Engineer yesterday, Oct. 7. 

The position pays between $88,000 and $103,000. The deadline to apply is Nov. 4.

The position was previously held by Jeremy Marsette, who was recently promoted to Framingham Assistant Director of Public Works last month. Marsette had been the town's engineer since 2009. 

The primary function of the town engineer is to "manage, coordinate, and direct all civil and environmental engineering work for the Department’s operational programs. This position will also support a comprehensive capital improvement program to the Town’s water, wastewater, stormwater, and roadway infrastructure systems by providing technical expertise, assisting with the easement and rights of way acquisition processes, and documenting completed improvements in the Town’s Asset Management System."

The position also oversees the town's Geographic Information System and chair's the Framingham Traffic & Roadway Safety Committee. 

The Town Engineer also:

  • Manage, organize, coordinate, and monitor activities and functions of projects in cooperation with other departments and outside agencies, contractors and design professionals. 
  • Coordinate and manage private consultants in the study, design and construction oversight of capital improvement projects. 
  • Analyze and prepare written reports on program and project performance using qualitative analyses and other project management techniques. 
  • Develop/track program and project budgets, schedules, work plans, labor utilization, and cost estimates/projections.
  • Work cooperatively with other town employees and private organizations to facilitate project implementation and completion. 
  • Coordinate capital project support functions such as easement research, land/easement acquisition, Town Meeting warrant article preparation, utility company interface and legal assistance. 
  • Interact with utility companies and other governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance. 
  • Participate in the negotiation of development contracts with private contractors, and design professionals. 
  • Meet with community representatives and developers to review proposed projects and activities. 
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. 
  • Review and approve proposed connections to municipal utilities.
