What's with the Animal Neglect Epidemic?

Sitting at my desk working on what seems to be endless things for the Metrowest Colonials I get a call from my friend Shana Adams; "Just got another call about a dog outside" She goes on and tells me the story:

14 year old husky, outside for 12 hours a day rain, snow, heat. It was 100F+ here all day today. 

She got photos of the dog panting and drooling. Police went there, checked on the dog and they called animal control.  Animal control in Framingham thought nothing wrong of this situation. 

She Spoke with neighbors and they all have called animal control on the owners numerous times and numerous times the dog has been taken away and then given back to the owners. 

What is wrong with this story you may ask? 
WHY isn't the one person you would think of calling not going to help the dog. How is 100F+ for over 12 hours ok? 

Yes there was water in a bowl; PISS WARM water. 
Yes there was a dog house which is considered shade and shelter therefore it is legal in this state to have a dog in these conditions.

Irate isn't even the word that comes to mind. She tells me I have to get there right away, I get ready, and get going, She goes back to the house and the dog is gone.

Now, I'm at the address looking for her, but she left because the dog was no longer on the leash outside.

We're praying and hoping someone stole that dog and is going to show the dog what living in a loving home is really like.

Questions that have gone through my busy mind today were:
Why did Framingham Animal Control thought it was ok to leave the animal there, did they not feel the "EXTREME" heat today? I mean it was HOT out there!
Maybe because there is no law that says it was wrong, there is no law that says, you should take "Common Sense" into account and if you break a sweat walking outside, then its too hot for an animal with a full fur-coat to be outside all day.

I mean, what will it take to give our Police Dept. the power to do something? a Dog dying? a man getting caught using animals to pull bricks and cement bags? (wait, that actually did happen here recently), uhm, a dog dying in a car for being left for about 1hr? (wait, that happened too, in CT just a few days ago).

So, it seems to be that some of these officers use their common sense, and did their job, unlike today, where even tho it was obvious that the heat was extreme, Animal Control, in their infinite wisdom decided to do nothing about the poor animal left outside.  (But, I suspect they eventually came and took the dog, too many people making noise outside, and trust me, Shana and I can be noisy!)

Can someone please tell me, how does the process to start a law gets going, I think the police need to have this power, and duty, to care for the animal's safety.

Its sad to hear, when a dog dies in a locked car when it could've been avoided, and you know what's worse? Hearing that animal control has been to a place multiple times, and nothing was done and the pet dies.  Now that really boils my blood.
