Even a few days after the Blizzard of 2013, there is still a large amount of snow on the sidewalks, making it difficult for people to walk.
Many towns have local bylaws when it comes to shoveling the sidewalk. Framingham has no such law, according to William Hanson of the Framingham Bicycle and Pedestrian Advisory Committee. Marlborough has a local law, which states that a property owner must clear the snow on the abutting sidewalk within 12 hours after the flakes stop falling. The penalty can be a $50 fine. One problem that some communities have had with laws related to shoveling is when it comes to elderly or other people who are not physically able to shovel large amounts of snow like the 30-plus inches of snow Framingham received during the Blizzard of 2013. Schools re-opened Tuesday after the Blizzard of 2013, but some parents were upset that sidewalks were not plowed for walkers, crosswalks were blocked and bus stops were not plowed out. Framingham Superintendent of Schools Stacy Scott has closed school on Monday, due to a lack of sidewalks and clear roads. But for some parents they saw no difference between Monday and Tuesday, and yet school was open. "My question would be about consistency... why no school on Monday (sidewalks not cleared)... But, school on Tuesday (sidewalks not cleared)?," wrote parent Andrea Adrian on Framingham Patch Facebook page. Framingham residents had a blizzard over the weekend and it left a couple of feet of snow. In fact, a trained spotter with the National Weather Service says Framingham received 32.2 inches - one of the tops in New England for the Blizzard of 2013. (See measurements from Service attached.) Tough to have elderly homeowners shovel their sidewalks especially if they live at corner houses where plows pile up the snow banks 6ft high! Sidewalks are public domain, are homeowners expected to pick the dog poop left behind by the disrespectful dog walker? Easiest thing to do is let nature take its course.
