UPDATED: Garage Demolition Begins April 1

Framingham Library has compiled a list of possible places to park until a new $935,000 parking lot is created.

In October 2012, Town Meeting members agreed to tear down the crumbling Framingham Library parking garage on Lexington Street. On April 1, demolition of the garage will begin. Parking will likely be at a premium, while the garage is being demolished and during the new construction phase. Town Meeting agreed to demolish the three-tier parking garage adjacent to the public library and creating a surface parking lot.The project will cost an estimated $935,000. There will be more parking spaces after the projects is completed than there were in the current garage, said the library. The demolition will take two weeks. Schools Plan to Hire District-Wide Translator and Literacy Coach for Wilson Elementary

The following is a press release from the Framingham Public Schools on how it has spent the $996,825 additional money allocated to the school department from the Special Town Meeting in October 2012.

Editor's Note: The following is a press release from the Framingham Public Schools. *** The Framingham Public Schools appropriation was increased by $996,825 at the October 2012 Special Town Meeting. To date, we have spent just over $221,000 of these funds. We are pleased to report that we have used these additional revenues to: increase the hours of 26 classroom aides in kindergarten classes; established three administrative internships; hired a new custodian within the district; increased the amount of days for 10-month elementary school office managers; and provided transportation services for the Cameron Middle School after-school program when grant funding was not awarded. Why does Woodrow Wilson get a literacy coach? how come the rest of the schools don't get one? A kid from the neighborhood goes to Wilson and they have a cooking club afterschool. I'd like my child to have that opportunity. Why are all the schools different? Shouldn't if one has something, they all should have it!   more ›

Town Meeting voted to support the schools, the veterans and library services over the CFO's recommendation; Framingham Schools will get $996,825 not a mutual recommendation of $600,000 out of additional $1.7 million in state aid.

Special Town Meeting resumes tonight at 7:30 or when a quorum is reached. On the agenda is appropriating $1.7 million in state aid to departments. There are proposals to give $14,000 to the library to extend hours on Sundays and to give about $30,000 to the veterans department for a additional half-time position. LETTER: How To Spend the Additional $1.7 Million in State Aid

Chasan: Town Meeting should approve $30,000 for veterans, money for additional Sunday library hours and give schools 60% of Chapter 70 funding.

Town Meeting will be discussing Article 14 (budget adjustment) tonight, Oct. 23. Please attend this very important Town Meeting.   The State of Massachusetts short changed Framingham $10 million over the past 5 years resulting in over 100 staff layoffs   After the State budget closed in July 2012, Framingham was given an additional $1.7 million in Education Chapter 70 funds. The message was let’s start more rebuilding and restore more of the cuts that were made over the past 5 years. Special Town Meeting approved and appropriated $81,000 for Herb Chasan's Hoops & Homework proposal.

Special Town Meeting is scheduled to begin at 7:30 or when a quorum is reached. On tap tonight is a discussion and vote on a Hoops & Homework proposal and how to send $1.7 million in additional state aid. There have been letters to Framingham Patch that indicate that Town Meeting members will ask for $14,000 for the Framingham Library and $30,000 for Framingham Veterans. The Framingham Schools had original requested $899,000 but Superintendent Stacy Scott told the School Committee Monday night he has reached a compromise with the CFO to hav the schools receive $600,000. Cox: "I am hoping that you will restore the 0.5 FTE position that was removed several years ago. This will help our veterans and especially our student veterans living in Framingham."

I want to spend a few minutes trying to explain my ... proposed amendment that I will offer for Warrant item 14: budget modifications. I am going to request up to $30,000 to fund a 0.5 FTE position for Framingham Veteran Services. I have requested an exact figure from the Town Manager/Fiscal Officer. This position was approved at Annual Town Meeting in April but was not funded. As an Iraq veteran and a clinical social worker who supports warriors in transition, I have witnessed first-hand of the challenges of veterans. LETTER: Town Meeting Member Says "We Failed" Our Misson

Calder: "The members of Town Meeting may not agree with the speaker ... To censor him, to chase him from the floor with protocol is counter to our principles and our purpose."

I believe that Town Meeting owes an apology to the citizens of Framingham for its actions last night. During the meeting, a resident tried to speak, or more accurately tried to make a speech, on an issue. That speech was repeatedly interrupted from the floor and the head of Town Meeting. The premise for this inhospitable treatment was that the speech was not apropos of the article on the floor. It does not take a literary genius to infer from the few complete sentences the speaker was permitted to say that his point was something along the lines of: "while the average incomes for Framingham residents are falling, we are voting raises for Town employees". Most certainly on point. The members of Town Meeting may not agree with the speaker, …

LETTER: Hoops & Homework Will Have a "Ripple Effect Throughout Town"

This letter is in support of the proposed Hoops & Homework collaborative/initiative that Town Meeting members  to fund. I hope Selectmen and Town Meeting will support this cost-effective, much needed project for the Town of Framingham. The youth who need and will receive the most benefit from this proposed program will have a place for academic support and interaction with friends in a safe, nurturing environment. This will have a ripple effect throughout town. The economic downturn in the recent years has left a wider gap between wealthy and low-income families. The youth who are most vulnerable are often left with severely limited resources both in and out of school. An after-school program like Hoops & Homework will provide recreation, …
