Framingham Police Chief Offered Another 3-Year Term

Town Manager Bob Halpin has informed Framingham Police Chief Steven Carl, he intends to re-appoint him for another term through June 30, 2016.

Town Manager Bob Halpin has informed Framingham Police Chief Steven Carl, he intends to re-appointed him for another term through June 30, 2016. Carl's current term ends June 30, 2013. Halpin, in his report to Framingham Selectmen, said he was required to notify the police chief by February whether he intended to re-appoint him to another 3-year term. "Carl is an outstanding leader and manager and has been a consistent and valuable contributor to my senior management team in the time I have been in Framingham," said Halpin in his report to Selectmen. Town Manager: 'Unforgivable' What is Happening on McAdams Road; Power Restored at 4 p.m.

Framingham Town Manager Bob Halpin says he is "very dissatisfied" that NSTAR did not meet its deadline to restore all customers with power and its is "unforgivable" what is happening on McAdams Road.

UPDATED 4:10 p.m. McAdams Road residents now have power and soon heat, as NSTAR was making the final connection for a home at 3:50 p.m. Friday, as Framingham Town Manager Bob Halpin watched the crews work. He said they had cleaned up the wires and the mess, and was connecting the final home on the street. Halpin called Framingham Patch to report that the McAdams road sitiation, which he called "Unforgivable" earlier today had finally been fixed; but he reiterated he was still not happy with NSTAR's efforts, specifically with that road. I grew up on McAdams and we used to roam around "the circle" as neighborhood kids. To see poles down with a wire hanging half way down to the ground in the middle of the road is really upsetting. My parents still live there with no heat and no way to cook. It's not the end of the world but it's hard to judge them Tori when you are sitting at home with electicity isn't it?   more ›

UPDATED: With No Power, Preschoolers Home for Day 4; 234 Still Without Electricity

NSTAR at 1:30 a.m. Thursday, said 461 customers were without power; and told Framingham's Town manager everyone should have power restored by the end of the day.

UPDATED 5:15 p.m. Framingham Centre Nursery School has power and will re-open Friday. *** At noon, NSTAR reporting 234 customers in Framingham without power or less than 1%. *** At 8 a.m., NSTAR had the numbers of customers without power down to 403. *** NSTAR restored power to more than 1,000 customers on Wednesday, but as of 1:30 a.m. Thursday, 461 customers were still without power or 2% of the community. The 2% without power is down from a high of 22% at 11 p.m. on Monday. NSTAR reports it has 29,674 customers in the Town of Framingham. Two of those 2% are First Parish in Framingham Unitarian Universalist Church and Framingham Centre Nursery School. During the height of the storm, a very large tree branch fell on the parish  kitchen. …

Selectmen Identify 6 Goals for Town Manager

The six goals address contentious revenue issues; a vacancy in a key administration function; revitalization of downtown; and a new look at development within Framingham.

Sometime in late November or early December, Robert Halpin will receive his first report card on how well his work as Town Manager meets the expectations of the Framingham Board of Selectman. Selectmen agreed to six short-term goals for the Town Manager that Halpin put forward at Tuesday night’s Board of Selectmen’s meeting. Selectmen will review Halpin’s work on the six goals and his performance will be evaluated. The six goals address contentious revenue issues; a vacancy in a key administration function; revitalization of downtown; and a new look at development within the town. UPDATE: Town Manager, Selectmen Agree to 3-year Contract; Starts June 4 at $165,000

Framingham Selectmen announced Tuesday night they and Bob Halpin have agreed to a 3-year contract and the new Town Manager will start June 4.

New Town Manager Bob Halpin will start June 4. Framingham Selectmen announced Tuesday night that they and Halpin had agreed to a 3-year contract. Halpin will be paid $165,000. After six-months he will be reviewed and if his performance meets expectations he will receive a $5,000 raise, for an annual salary of $170,000, said Selectman Chair Charlie Sisitsky. Former Town Manager Julian Suso was paid 152,654 at the end of his 5-year term. Suso's contract was not renewed in March 2011 by a vote of 4-1. Suso also received a stipend for $7,500 for his ICMA certification and $7,250 in deferred compensation for a total of $167,350. Newly-named Town Manager Bob Halpin made a visit to the opening session of Framingham Town Meeting Tuesday. He met with employees and Town Meeting members. Selectmen voted unanimously last Thursday to offer the Town Manager job to Halpin, who is currently the president of the Newton-Needham Chamber of Commerce. Halpin told Newton Patch he was working on negotiating a contract and expected to begin the Framingham Town Manager post in June. He was introduced to Town Meeting by Selectmen Chair Charlie Sisitsky. Halpin made a brief speech. Newton Chamber President Excited for "Challenge" of Framingham Job

Bob Halpin said he and Framingham officials are still working out contract details, but that he hopes to start the new position sometime in June.

After almost a year at the helm of the Newton-Needham Chamber of Commerce, Bob Halpin says he's ready for the "tremendous challenge" ahead of him as Framingham Town Manager.  The Framingham Board of Selectmen unanimously decided Thursday night to offer the town manager job to Halpin, who was one of three candidates up for the position.  "I think I bring a unique set of skills [to the job]," Halpin told Newton Patch "I'm looking forward to engaging with the community." Halpin, a Concord resident, has more than 25 years of experience in local government and served as town manager in Westford and North Andover. Town Manager Search Committee Could Not Identify 3-5 'Suitable' Candidates

The search committee charged with finding a pool of candidates for town manager has found none so far, but Selectmen told them to keep looking.

The search for a Town Manager continues, said Audrey Hall, vice chair and spokesperson for the Town Manager Search Committee. Hall said the committee has reviewed many applications to fill the position vacated by Julian Suso, but has not yet found a pool of suitable candidates to bring before the Selectmen. “I want the residents to be assured that we are committed to finding a town manager,” said Selectmen Chair Jason Smith. Suso's contract was not renewed in March 2010. He left for the Falmouth Town Manager position in October. The search committee was charged with finding a pool of three to five highly qualified candidates for town manager, whom the Board of Selectmen would then meet and assess. Suso: 'Privilege To Work Diligently on Behalf of the Town’s Taxpayers'

Town Manager Julian Suso issued a concluding statement to the Town of Framingham today, Oct. 31. He leaves this week for a position in Falmouth. Selectmen voted not to renew his contract this spring.

It has been my honor and privilege to serve fellow residents of Framingham as Town Manager for these past 5 ½ years. Valerie Mulvey Agrees To Serve as Interim Town Manager

Framingham's Town Clerk Valerie Mulvey agreed Wednesday to serve as Interim Town Manager until Julian Suso's successor is named.

Framingham Town Clerk Valerie Mulvey will be wearing a different but familiar hat the next few months. Mulvey was asked by Selectmen Wednesday to take over the reins of the Town Manager position after current Town Manager Julian Suso leaves the post until a new town manager is hired.
