Responding to concerns from residents, Framingham's trio of state representatives filed an amendment to hold utility companies, including NSTAR, responsible for the removal and cutting of trees. The amendment would also require utilities to replace any damaged trees and plants already cut by utility companies. Since May, residents from Framingham, and later joined by neighborhoods in Sudbury, Wayland and Natick, have complained that NSTAR has been excessively cutting trees, destroying neighborhoods and reducing property values. NSTAR has mainatined the tree work is required by law and needed to prevent power outages. Framingham's three state representatives (Tom Sannicandro, Chris Walsh and Tom Conroy) along with Framingham's state senator Karen Spilka are inviting residents to a budget priorities event Monday, April 2 at 7 p.m. in the Ablondi Room in the Memorial Building. The meeting will open with a presentation by Noah Berger from the Massachusetts Budget and Policy Center about how the state's budget is built. Residents are encouraged to come with their budget priorities for delegation to hear. The forum comes in advance of the release of the Massachusetts House of Representatives budget on April 11. A contentious issue with the Selectmen is the way the state mandates how Framingham calculates home values; other issues discussed with the legislators were the Winter Street Bridge project and the intersection of routes 126/135.

Massachusetts Energy and Environmental Affairs Secretary Richard K. Sullivan Jr. announced last week land conservation grants totaling more than $1.9 million to help nine Massachusetts municipalities purchase 722 acres of farms, wetlands, forests, and wildlife habitat, including Framingham. The state awarded a $500,000 grant for Eastleigh Farm for a conservation restriction on the 112-acre farm, which produces raw milk products. A working farm since the 1700s, it includes woodlands and pasture as well as significant wetlands, and BioMap2 Core and Critical Natural Landscape habitat. Framingham’s Precinct 3 is on the verge of becoming isolated from the rest of the town in terms of its representation in the House of Representatives on Beacon Hill. The state has proposed new districts due to population shifts. In that proposal Precinct 3 would be combined with parts of Wayland, Sudbury and Marlborough. Precinct 3 would be separated from the rest of Framingham in the House of Representatives. The first draft of redrawn Massachusetts legislative districts came out Tuesday and Framingham may end up with three state representatives. Precinct 3 in Framingham may become part of Rep. Tom Conroy's district.
On Tuesday, the Massachusetts Legislature's Special Joint Committee on Redistricting released its first draft of redistricting plans for 160 representive and 40 senate districts. The new map for state representatives has Framingham divided up among three districts. All of this is still a proposal until the legislature votes and the governor signs. Current State Rep. Tom Sannicandro, a democrat who lives in Ashland, would likely lose Precinct 15 in Framingham, as Ashland grew in population. Sannicandro would still represent a few precincts on the southside of Framingham.
